I find a very cheap chassis for ML110 Gen9 , it include one fan and no hdd cage, but only 400 RMB Yuan(60 USD) in taobao website.
Also the spare parts ML110 G9 MB(X99 intel for E5 v3/v4) only about 420Yuan(60 USD).
Spare ML110 G9 350W Power adapter about 99 Yuan(15 USD) ,550W is 450 yuan , I don't real need that much power level.
The HDD cage is relative expensive thing:
4 LFF hot-swap with BP need 450 Yuan(65 USD) ,
4LFF non-hotswap cost 400 Yuan(60 USD) ,
simple 4 LFF HDD cage about 140yuan（20 USD) .
ML110 could install two HDD Cage , I get two hotswap cage. Even the HDD tray is cost other 25 yuan each, I need 8 of it. 200 yuan(30 USD)
With the CPU, and two HDD cage , it suggest upgrade fan replace the chassis fan. the upgrade fan kit about 100 yuan(20 USD). I get other new HP chassis fan for spare parts about 40 Yuan(8 USD) and a upgrade fan kit.
Those are all original parts from HPE, and this system platform about 2000 RMB Yuan. If you only need simple model 4 LFF HDD cage x2 , it could save half total price to 1100 RMB yuan.
I use E5 2650L v4 CPU (QS version) ，TDP is 75W. 800 Yuan ( 120 USD)
two 16G Reg DDR4 memory about 600 yuan (90 USD)
And I try test the HBA card with 4Kn SAS 12Gb HDD, so I get alot of HBA/Raid card. they are expensive thing but I get good deal about 400 yuan each.

Lenovo 430-8i with SAS3408 (LSI 9400)
HPE H240 for 12gb HBA card
HPE P840 for 12GB Raid card with 4G cache.
