I was able to retrieve many versions of EOS firmware listed from Accuris Technologies Public CDN, but I am unable to find the latest version for some 7280SE-64's.
I'm looking for the latest available for it, 4.23.10M. I would greatly appreciate your time and effort!

I have found another domain hosting other EOS firmwares. I hope that this is useful to someone else.

Edit 2: Another another domain, simply search for "EOS" in it and some results will come up.
