Desktop PC won't boot with HP NC552SFP/Emulex OCE11102 dual 10gbe nic

Slightly belated update, but that managed to do the trick after some work! Some notes:
  • The alternative computer I found (Z690 based) did manage to post with the old firmware (v4.9.416.0), but only if CSM was enabled. The system would hang if CSM was not enabled.
  • The SMBus tape mode had no effect on whether the system POSTed.
  • The offline ISO provided by HP would not boot properly, and hung partway through.
  • I was able to modify the online version of OneCommand to install and run properly (minor modification to the system version detection install script and symlinking one of the libraries), but it would fail when attempting to flash the card.
  • The method provided by @BeTeP worked perfectly with the latest offline ISO (12.0.1354.0), after updating the paths to match.
  • After installing the flashed card into my original ASRock Z590M-ITX/ax, the first POST still took several minutes. Subsequent POSTs were much faster.

Just wanted to say thanks to those who posted in this thread. I am apparently my own worst enemy, because thinking I was upgrading my firmware, I downgraded it (ignoring the prompt that said a newer version was already installed - I thought it was incorrect). After that, my PC wouldn't boot. I taped pins 5 & 6, but it still wouldn't boot.

After doing more reading I saw that some users such as JMY1000 got it to boot with CSM enabled, so I enabled CSM and was able to boot. I downloaded the latest offline ISO, copied the firmware files into the firmware folder of the efxflash folder from the old firmware I used, ran `efxflash /auto /update` and it updated the bios. Rebooted and then it started working in UEFI mode... also removed the tape and all is still good.

At least I'm on a newer firmware now o_O
