Dell T630 not able to boot into winodws

Not sure which section i should post.
I have Dell Poweredge T630. After installing any windows (10, server 2016, server 2019), it will not get past by “wait a moment” stage. I tried several drive types. The drives are connected to LSI 9361-8i.
But if I boot Unraid through usb, it booted successfully. anyone has any idea?

Your BIOS is not set correctly. Reset it, only change the boot order if required and let it boot. The C-states on the CPU along with other tweaking options play havock.
