CPU fan & radiator connectors for Asrock Rack TURIN2D16-2T

For Asrock Rack TURIN2D16-2T, the only fans on the motherboard are six gathered in one place called system fans.

Two CPUs -> 2 fans cables and 2 radiator/pump control cables. Should I use 4 of these system fans just for the CPU cooling and the only two left are supposed to take care of the remaining fans in the case?

Is the motherboard exclusively designed for low key Air cooling of CPU?
