Do you have a preferred virtualization platform? Is KVM OK or do you want Hyper-V or ESXi (or maybe Xen)?

What is the noise tolerance like? (e.g. is this next to your desk or in a basement/ garage?)

How many VMs and what are you testing?

Luckily what you are trying to do is not too hard. Give the folks here an idea on budget, and someone will spot a decent deal for you.

As patrick mentioned, more specs would help. I did want to chime in to say I probably wouldn't bother with raid 5/6. With 2T+ drives being pretty cheap now, I'd just do a RAID 1 or RAID 10. A good RAID card to do raid 5/6 would probably cost you as much as the extra drives in RAID 1 would, and 5/6 is a bigger pain to work with. You'll get better read speeds from RAID 1 too...

I wasn't sure what 'cloud storage' meant ? If you want to use something like Amazon S3 or dropbox, you can do that with pretty much anything....

I read "cloud storage" as owncloud or something similar. You are probably right.

get a dell precision workstation t7910 or t6910

server class board, not loud. can use engineering spec CPUs. dual CPU, 16 Dimm slots, 6 ot 7 pcie slots (dont remember)

toss in an icydock and you have 8 more hot swap bays

I think that would cost over 300 euro for one of those though.

In the US there are deals $180-250$ for that CPU+Board+Case+Ram+Power, maybe you have some there?
