Bios version is on the sticker near the socket from the right.
Add 1 RAM stick according to manual. Plug 24pin cable + 2x8 Pin and + additional 8pin (near 24pin). Start in and wait for 4-5 minutes, its slowly starts first time.
I will try it again once I get home from work.
However, my issue is that it sits on Code 00 with no heat coming from the CPU when tested according to the manual and as described in my post.

Socket as sent by seller. It isn't in front of me right now, but it did not look damaged at any of the times I installed or removed CPUs.
However, there is some minor damage to the corner by the EPS power connectors.

I've tried 4 different coolers, 2 CPUs (W3-2423 and QYFS), two working power supplies, two different BIOS versions (0215 and 0805) and three different types of RAM (albeit none were on the QVL, but would RAM incompatibility make it so the CPU didn't get any power at all?) on my Asus W790 Sage SE, and every time I get the same 00 code with no heat going into the heatsink.

The CPU power lights come on when I take the EPS plugs out, so they're definitely connected and in the right spots. I've followed the manual for the power connections and DIMM placements (the first four closest to the CPU are active and apparently can be filled in any order with a WX-2XXX CPU, but the QYFS should allow all DIMM sockets to be filled, but again my issue is a cold CPU?)

Is there anything else I should be trying? There's a little green light and a bunch of various switches on the board - could any of them be keeping the CPU from getting power? The board is currently set with no risers on top of a large piece of cardboard - but again, I feel like that would cause a different problem than just a cold CPU, right?

What I meant was the CPU power alert lights come on when I took the EPS plugs out, but I think it's a presence sensor - I attempted a test with two PSUs, but one wasn't on yet, and I plugged that one into the EPS plugs for the second PSU, the CPU power alert light turned off despite there being no power going through that unit's cables.

But yes, I do fear the board is dead.

Could something wrong with the CMOS battery (not reset CMOS function) cause this? That's the one thing I haven't checked on this board.

Edit: tried unplugging CMOS battery and tested. Haven't plugged a new one or the previous one back in yet.

How are you? Is your problem solved? I have the same issue and I am in despair. Do you have access to BMC?

I sent the board back. Does your RAM happen to be on the QVL? I realized that none of the sticks I have is on it, but I figure that should allow it to get farther than it did and the CPU wouldn't be cold.

I now have a working Asus W790 Sage SE tested with a W3-2423. For using it as a workstation board (I already have an Asrock with a QYFS for anything I need for XCC) would a W5-3423, a Q071 32C/64T 2.70-4?GHz (similar to 8462Y+), or a Q079 16C/32T 3.30-4?GHz (similar to 6444Y), or another ES I'm not familiar with be the best starting option?

The ES units are cheaper and would get me access to the NVME lanes, but not all of the PCIE.
The W5 is the bottom of performance for the WX-3 range and apparently has lower single-core performance despite reaching higher turbo speeds (according to Passmark results, at least) but has all 112 lanes available.

In the end, everything is fine, too, I received QYFS and everything worked. QYFU was defective

How is everyone's setup going?

I seem to have an issue with Windows 11 24h2 update and conflicting display drivers nVidia with ASPEED. Using LG C3 as a monitor.

Has anyone tried the latest bios version 1502?

I was getting a black screen, so had to boot into safe mode, DDU than install drivers and restart which seemed to have resolved the issue...

Also I have been facing issues with windows updates...
