That's right, BMC is indeed not available. If PCIe channels can be freely allocated, then 29 channels are also sufficient.

Do you know if the lack of PCIe lanes is a limitation of the CPU or just mobo incompatibility

PCIe lanes are a major selling point for Epyc so seems weird they'd cut them out.
7D13 (36 core) is custom SKU for EPYC northdome. ( AMD created a custom device to meet Meta's needs. )
produced and sold cheap in masses, they know this SKUs come to 2nd hand marked after use. lack PCIe lanes is a good way to disable this.

That's super interesting. Kinda sad they specifically targeted the second hand market though. It's mostly homelabs and very small businesses interested in these chips and we're really not the market for buying $2000 chips for personal use. But if we get to play with cheap second hand chips at home, guess what we're gonna suggest our companies buy? Well, guess I'm sticking with Rome for my homelab.
