Asus ESC4000 G3S with 4x 1080Ti cards

Hello,

I am trying the get the below configuration work with Win 10 pro but facing issues.

Server: ASUS ESC4000 G3S
CPU: 2 x E5 2630 V3
RAM: 4 x 32 GB DDR4
GPU: 4 x Gigabyte GTX 1080Ti OC

I am trying to setup above configuration for rendering purpose but facing issues with the GPU installation.
When I add 1 GPU it works fine but when I add next it gives error. Win 10 shows ! on one of the GPU. I have installed the latest drivers from nvidia version 441.

The cards are old removed from working desktop machine where it had similar setup with 8 GPU per machine.
But I want to switch to server for better performance and 256 GB RAM.

The asus server has 8 pci slots with 4 slots per bay. Since the size of 1080Ti is large I could fit only 2 GPU per bay. But they do not work simultaneously. Is there any kind of restriction from nvidia drivers for win 10 and server?

I tried installing older version but they are no longer compatible with new win 10. Can someone please help me out here.
