G6400 is Comet Lake-S 10th gen
E-2324G = Rocket Lake-E 11th gen.
maybe BIOS need 1.31.0V02 to run 11th gen ???
dump BIOS chip (read and save to disk)
and try E-2324G with BIOS 5.05
Hmm.. I would be very surprised, since we saw the board had posted with an E-2374G CPU in the BIOS cache

I will try to dump the BIOS now and update it to 5.05 via IPMI?

I unfortunately don't understand what you mean...
I meant that I bet it's a defective CPU but no concrete evidence.

On the other hand, I tried updating BMC to the beta posted by @RolloZ170 but it failed. Error is:

Image Verification unsuccessful. Please check if you uploaded the correct Image.In order to try upgrading again you need to reset the device. Press OK to reset the device now.

you told ASRock Rack you flash with programmer.
BIOS 5.05 is for std. motherboard not OVH OEM board.
BMC/IPMI may not accept, known issue.
you need ch341a to flash external.
I used BMC to flash it and it was fine. I have an OVH board.

I feel so overwhelmed/dumb right now. I believe I will have to solder the chip onto that small board? But no idea how I'd connect it to the CH341B itself afterwards. I thought I could just insert it in or something o_O
