I have a couple Noctua 4U TR4 coolers (dual 92mm) for the 180W 2950X Threadripper and it does pretty well keeping the TR in a warm closet around 65C under full load.

I also used to have a BeQuiet TR4 version that was awesome. I should not have sold they one (didn't fit 4U).

Not applicable for me, as I'm not in US, but I can tell that it is a decent cooler, I use one of its variants on my Zen5c Epyc (note: SP5 at least used to be a different SKU, but performance-wise it was the same as the rest) server and on Ampere Altra M128.
