An ITX board that can take upto 128gb ram? Does it exist?

There are quite a lot of mini-ITX bords that support 128GB of RAM and more. Do you have any particular platform in mind?

Anything with four DIMM slots and the ability to accept 32GB DIMMs or more should work - I use two Samsung 32GB UDIMMs in my Ryzen build, you could use the new X570D4I-2T if you wanted similar in ITX format.

If your mobo and chip support RDIMMs you can get considerably more than 128GB in four DIMMs.

One that is capable of supporting high core-count cpus? Doesn't matter if AMD or Intel.
Also must have an electrically x16 pcie slot for a 100G rdma nic.

It's for a very special use-case, an all memory portable application box, whence the ram/cores/100G-nic.

3950x + X570D4I-2T (Newegg) + 4 x M474A4G43MB1-CTD (Neobits) + PCIe 4.0 NVMe = an awesome IPMI enabled app box which will be hella fast and won't break the bank.

I'd actually forgotten the X570D4I-2T used SODIMM slots but thanks for the pointers to the Samsung ECC SO-UDIMMs!

UDIMMs are commonly much more expensive than RDIMMs of the same capacity though so it's worthwhile checking out a xeon alternative. If the AMD route does seem cheaper it might be worth waiting a couple of weeks to see what Zen 3 turns out like, since memory latency is meant to be one of its big improvements over Zen 2.

True, it is just that 3950x came out quite a few months later after Zen 2 architecture was announced as a flagship CPU. So, the question is... how long of a wait?

The old X99e-ITX/ac supports up to 256GB in RDIMMs, but Broadwell Xeons aren't exactly fast and it has no onboard video.

I just built a similar spec portable server that might be just what you are looking for. PM me if you want some tips on what to look out for when building that type of server. There were quite a few tricks that you need to do with that mb to keep it cool and quiet. I also have several of the pcie 4.0 dual port 100GE mellanox NICs that work in the 1 available pcie 4.0 x16 slot.
