A question about OCP to PCIE adapter and NC-SI

Last week I buy a H3C mcx542b 25G NIC( ocp 2.0 ), it comes with an OCP to PCIE adapter (picture 1) the whole adapter . and the NC-SI part pic-2 pic-3 pic-4 pci-5 . the adapter is an OCP x16 to PCIE adapter with NC-SI.
when install mcx542b with the adapter to normal desktop pc, mcx542b is not recognized by OS, the NIC is not powered (cooling fin is cold, not warm), and test mcx542b without this adapter is ok. Furthermore installed an OCP SAS2308 card on the adapter, the sas2308 is run smoothly on it.
This should cause by no NC-SI signal to power the card installed on it (if the card support NC-SI, it will not work. but if the card not support NC-SI ,it will work on the adapter ).

could someone know how to power the NIC on the adapter or disable the NC-SI function on the adapter?
maybe short some pins in below pic ( High-res NC-SI picture)? or short some pins on the 24-pins NC-SI CONN port?
