I use one of their 3U's as a backup server and, whilst not as solid as a Supermicro, it's a perfectly usable case. The guts of the case look near-identical to Norco stuff although there's a few differences.

I replaced the fan wall in mine with Noctuas and hacked together a custom PWM cable for the backplane, put in a 2U seasonic and it became practically inaudible. Would be harder with 80mm fans in a 2U case but you could likely make it much quieter.

As far as short-depth 2U's go I was at one point gunning for the InWin RS212-02SC but I don't think they're being made any more.

Supermicro 523L maybe? Fans could easily be swapped.
