16-bay hotswap with less noise than military airfield

The title says it all: I currently have a Norco RPC-3116 16-bay SAS2 hotswap case, and while it works, I am getting more and more annoyed by the build quality of that case. Or rather, the lack thereof: I had a Ceph OSD drop out on me the other day because of shoddy connections between the drive and the backplane.

So, I'm ready for, preferably, Supermicro. Conditions are:
  1. 16x SAS2 hotswap. Expander is ok, but just 4xSFF8087 is fine, too.
  2. Can put both 3.5" and 2.5" inside the caddies (I have some SSDs, too).
  3. Accepts ATX mainboard (E-ATX is nice-to-have, but not necessary).
  4. Does not sound like a military airfield during a full-scale war
I have found cases like these , which seem affordable enough. However, I'm a bit scared of point 4. on the above list for cases like this.

Does anyone have any suggestions?

Couldn't find an SM836 (or any other Supermicro rackmount TBH) for anything approaching sensible money myself (they start at about £900 over here and the PSUs are massive overkill for my purposes), but did a similar thing with an InWin RS316-02SC 3U. £400 for the case, £40 for four replacement PWM, noctua fans, £85 for a 400W 2U seasonic, £30 for rails.

It's not "silent" silent and it's not quite as tank-like as a supermicro but it gets the job done.

i386, where are you finding that backplane? I have a few 836 TQ and want to convert 1 to a SAS2 backplane. eBay lists nothing using that part number.

In Canada so my options for Amazon are considerably limited.
