Are you sure about that? The website lists that it should work at 6Gbps:

I think I have the same 1U supermicro D-1518 as you. I replaced one of the fans with one of these:

The noise from it is a little less than the lowest speed (4800ish RPM) of the stock fans, but still somewhat...
Noooo, that is definitely not normal. The passive heatsink on the Xeon-Ds is designed to be actively cooled still. You can see what this guy did here: Supermicro X10SDV-F Build; Datacenter in a Box | b3n.org
I understood it as 40W idle with 2 PSU and 100% fans (which is default). Looks like there's 6 fans on the back with 2 PSU and 2W/fan is about 12W. I'm guessing with 1 PSU and fans on low, it'll probably go down to 30W or less idle.
I have Supermicro | Products | SuperServers | 1U | 5018D-FN8T with 2 sticks of ram and 2 SSDs, and it's consuming 30W at idle. I imagine the 1508 would be lower, but 30W is pretty low already =).
