- The card have 2 ports and is a Connectx-3 NON pro. Doesn't have any vpi references in settings and GUIDs are invalid.
- even being a connectx-3 non pro, the configs looks missing some keys from the last versions. I sugest you to reset the configs using mlxconfig...

I have the same switch ( Mikrotik CRS326-24S+2Q+ ) and use HP 544+FLR-QSFP cards . I see 32-36Gb/s with a DAC cable or with the MIKROTIK.
Since isn't mentioned , I gues that the pcie lanes are not enough for that traffic.
40Gb/s needs pcie 3.0 and 8 lanes ( x8 ).

Thats an very old Qlogic card. There are no recent updates or drivers. If win11 can support it will be using server 2016/2019 driver if exists.
2500Base-x is newer than SFP+ 10GBase-SR/CR.
If the card is based on Qlogic/BCM 57810 or 57840 it can be hacked to works at 2500Base-x or sgmii modes...
