Try plugging one 10Tb to a motherboard port, then you can see POH with smartctl.. One cannot erase the POH counters via firmware or utility, that I am aware.

Not a rack expert but I've built a few.
How about a 1u shelf which telescopes in depth so you can bolt it to both the back and front of the rack.
No sag - but you may need longer cables for your device.
Why not buy an AMD Ryzen 5 3600X ? ~ about $274 - can use ECC, Server boards etc, is 7nm chip.
I have done this, installed it in an Asrock/rack board with ECC - it's fast and reliable, running ESXi 6.7u2
