Try removing all bootable devices in bios menu, then reboot, re - add them via bios and reboot. I have gone trough this with some ubuntu updates because i do use non standard realtime kernel, I have to add the drive to boot menu everytime i update kernel.

did you tried setting oprom to legacy for this slot, and manipulating bifurcation settings?
i assume you have latest bios already?
unfortunately i dont have any pcie soundcard handy to test :(
I use usb sound card / usb microphone - works pretty well both in linux and in windows. Maybe you can manipulate bios settings and lower the slot speed to 2.0 ? do you have 2 cpus? if no only lower half of the slots works
first of all you need the latest bios, if you dont have it please update
second - clear cmos via jumper and load setup defaults (somehow i run with a strange quirk on my X9DRi-LN4F that nvme became bootable only after defaults loaded into setup even tough the settings after loading defaults were...
so to sum up you have already tried :
1. another cpu
2.another memory
3. another video
4. another psu
to me it sounds that the mobo is shot. maybe you can send it back for a replacement ?
