it helps a lot to put the fans on 5v fixed :)
And when you plan to use the case as a JBOD, u can put a normal ATX PSU inside and get rid auf the 2nd importiant source of noise ;)

Another option could be the Fractal Design Node 304
The footprint is kinda small, but they managed to get 6x3,5" HDDs inside whilst maintaining a reasonable airflow / cooling-concept inside.
Those extra 2,5" SSDs wil need some DIY though ;) Mounting them to a PCI bracket should work space wise.

you can get used 16bay 3U SC836 Supermicro chassis kinda cheap from Germany. They aren't the most recent case rev. but that shouldnt matter for home/DIY use.
It's complete with all trays, red. PSU and some old dual socket 771 system inside. These are kinda popular within the DIY...
