    Surprisingly quiet. Not offensive to have it in the same room as you after boot. With IPMI fan control you can get it to very reasonable levels. I had one in my office for a while. Of course as with all sound questions YMMV.

    Assuming the unknown card is the first picture it's an AOC-SIMLC which provides IPMI as on the X7 generation they had add in cards for the feature. It looks like the right rack ear is missing and the left one is significantly damaged correct?
