I actually have a Chinese miniPC with N100 and I was able to reduce idle power usage to 1.5W, but there are several limitations and constrains that must be adhered.
ASPM must be enabled in bios for all PCI-E root ports
package C-states must be enabled in bios
no SATA device must be connected...
certainly do not limit the N100 to 6W, that TDP value is pure nonsense from intel, setting it to 6W will lock the cpu to 400MHz (and even then it will have higher power consumption under all-core load) and will make the whole system totally unusable.
Realistically, the cpu eats around 12W in...
Are you sure that it really works? Did you checked the cpu package c-states and power consumption? My experience is that unless ASPM is enabled in the bios, setpci is not really helpful, because the bios enables ASPM support on pcie root ports, while setpci enables ASPM on the pcie devices.
I have N100 minipc and after long bios tweaking and trying few different nvme drivers I achieved 1.5W idle at windows and 1.9W at linux (measured at wall), but there are many limitations. These values are possible only when screen is turned off, pc is connected through wifi and all lan cables...
Actually, you can have minipc with 4 lan ports with pentium gold 8505, which is the exact same cpu as U300 with 20 pci-e lanes, 1P core and 4E cores for around 190eur including VAT, so the real price of these cpus must be much lower.
N100 has only 9 PCIe lanes, so having 4 NICs and full PCIe slot is practically impossible
regarding no2, I have a miniPC with N100 and the bios contains CSM for legacy boot, so it is possible and probably depends on the manufacturer whether it will be available or not
I finalized my build and I must say that I'm really satisfied with this machine. I have the 8505 version and I'm using it as switch/NAS/media server/download box, running on Arch linux. I have two NVME drives and two SATA drives and after some tweaking it uses less than 8W in idle with one...
If anyone is interested, I managed to silence the speaker by screwing a small screw (the size that is used to fasten the m.2 drives seems to be the best size) into the hole on the speaker :D
It was screeching anytime there was some activity with SATA drive.
