    Stop overthinking this! Go with any of the RTL8156 based cards you find on Amazon, that's within your budget. Sure, Realtek earned its reputation early on, but their latest stuff using their own drivers, is decent and performs well enough, for anything not "mission critical" :)

    Make sure there are no tight bends on the fiber, either in the demarc or going to your ONT. Make sure the fiber ends (I'll assume APC SC type here) are not damaged and are really clean, check with a scope. Try running your wired speed test right from the ONT, same result?
