I think i've seen values in the 40watts range for those. That's typically more a question of what the motherboard supports, rather than what the connector supports, but i'm sure i've seen >3Amps on boards going back to LGA1151, that's like >10years.
first of all, it's a watts-per-area type of issue, where you have a small area dissipating a ton of heat. The limiting factor here is the material it needs to transfer through, like copper or thermal paste. If you reduce those layers or improve the thermal interface, you can get a lot more oomph...
Strix Halo's exposing 16 lanes to the motherboard. EPYC-4000's exposing 28 Lanes. A Xeon D-1500 is exposing 32 lanes, 8 of which would go to the A310 - but that's Gen3, not Gen4, so you leave performance on the table.

If you don't need to add a gpu, 16 pcie lanes are fair, no? If you use 8 lanes for a GPU on the EPYC 4000 part, you end up with the same. The disappointing part is, that it's only gen4 lanes imo.

If you're looking for AI inference, it's probably a good deal. What's the alternative for larger models? you'd end up with something twice as expensive. I'd default to something with ECC for servers, especially with AMD, but it's got a good price-performance for it's niche.

Yes, that Model has additional banks for storing the extra bits. It's analogous to UDIMM ECC. The pin layout is a bit different, the size is a bit different, it typically has slightly worse timings, but it's essentially the same thing.
