IIRC, that machine can't boot from an NVME in a PCIE card. However, it should be able to boot from a Dell BOSS-S1 card (M.2 SATA, not NVME).

If I were you I'd give it a try in a regular SATA port (not a USB SATA adapter). I've had drives act weird in some USB SATA adapters and then fine when I plug them into a regular SATA port.
