In theory you could use the full 115W. Not sure if the cooler can handle that on the long term.
I think they also limited it so that there is some headroom for a potential graphics card.
In the end you are limited by the cooler and your power adapter.
PL1 (permanent power consumption, corresponds to the TDP)
PL2 (maximum permitted power consumption)
Tau (the maximum time that PL2 may be present) for the power consumption under load
Not sure if you can set TAU, but in standard it should be 28 seconds.
I think it ramps up regarding the package temperature. In your case 89°C.
The problem is that the P cores get hot quite fast. Unfortunately thats like the Intel CPUs are.
You can try to tweak the fan settings a little in the bios but as long as you are seeing high package temperatures i am not...
At least for me on the 12900h the limits can be set in the BIOS under:
Advanced --> CPU Configuration
Standard without changes is :
PL1: 55W
PL2: 80W
But keep in mind they list it in milliwatts. So 55000 for PL1 and 80000 for PL2.
Get the memtest from Memtest86+ | The Open-Source Memory Testing Tool as ISO and put it on a bootable USB drive with rufus or some other tool.
It will automatically scan the whole memory.
