I have been using raw partition passthrough to accomplish similar thing you want to do. In my case i am using btrfs + nfs. It had worked well for me so far.

Dual CPU mobo for 100USD must be something old slow and power hungry. Stick with your Ryzen unless you actually found a deal which could belong to Great Deals section.
Unless you plan to also host games you do not need any GPU on gaming server it can be headless you can add low power GPU for diagnostic purposes or if your motherboard does not support booting headless.

AMD 8350 can be had for 14USD on ebay. Single slot, fan entirely powered by PCIe slot. Mine has not arrived yet so i do not know the idle power consumption but i would hazard that it would not consume much but it might prevent the server from going into lower power states.

Have you seen its VRM? I am asking because i am not sure whether 180W TDP limitation stems from 1U cooling heatsink heat dissipation limits or VRM is lacking.
