I had a similar issue when first installing windows, it seems to be a conflicting driver issue related to ASPEED drivers. What resolved for me was installing windows offline, once in windows disabling graphic drivers inc. Nvidia/aspeed and than installing nvidia driver's leaving aspeed drivers...
For my build, I chose the previous generation rather than PCIe 5.0 because, as you mentioned, PCIe 5 requires a 6-pin power cable, while the previous generation does not.

Just replaced my generic Samsung server ram's with the ones above
I had windows lag issues, however after downgrading to 0215 bios and disabling p states all issues were resolved.
Even after a PSU swap the issue had still presented
