I never had much luck with those clips, even using genuine Pomona ones. In another life when I repaired laptops, I flashed hundreds of BIOS, when Windows 8 started to become common, it would kill so many first gen UEFI laptops with corrupted BIOS..
So after 20-30 laptops that it only fully...
The chip is soldered to the motherboard, the clip will power anything that is connected to the 3.3V rail.
The data, cs, rd, etc pins are also directly connected to the chipset, so you will be "forcing" voltage into all those components when using a clip.
There is only one BIOS flash chip, the other is the EC/Intel ME flash chip.
You need to find good known dumps from both chips, most likely you can request them at the bad-caps and the win-raid forums and someone will have it.
Then you need to desolder each chip and program then, programming in...

Where did you see that? In Portugal you can buy that for less than 250€ from various reputable distributors and with 2 years of warranty. And I'm talking about crucial ram sticks, not some no name brand.
Depending on the price I may be able to buy one and test it out. Are you going to announce the boards on this topic?

I, I'm also running a non T CPU, in my case it's a 9700.
Did you try playing with the PL1/2 values?
What charger are you using? And what heatsink? I had to set my governor to power saver, or the CPU will always be running above 4GHz, with all cores over 80°C.
The latest bios update is due to a bug in the bootlogo parser.. Use the new tool to set the logo, and respect the max size of the file.

And if anyone ever wants to know, I have upgraded my M720Q from its original i5-8500T to an i7-9700 (not T, 65W desktop model), using the stock aluminium...
