must not be RAM incomp. issue. BIOS without V4 suppport can give same error. 32GB 2Rx4 and V4 is supported with good latest BIOS.

i have had a LGA3647 based board(Wywinn) which connects the BMC over CPU2, no BMC with one CPU, there is a USB device over the BMC chip.

just a guess: i didn't know the layout of the board. but there is a chance the BMC is connected to PCIe lane of second CPU.

if you populate first AND second DIMM slots, DDR frequency should drop to 1333 (POR) to be stable.

HPE DL380 G10 is ok. ML350 G10 should be doable. check this area, locate the VRM controller models used and seach for I2C header like found on the DL380s
