Neither the company in Lithunia nor the company that sold the Optanes charged any VAT at all. Ebay did. The price we see items for on Ebay UK includes that charge. These are used goods and they don't always attract VAT, even if the seller is VAT registered

That's a good question I don't know the answer to. I don't think it can be 8% above minimum because there's no definition for minimum psu fan speed in the tc tables

Did you patch all instances of the byte sequence? In 3.6.6106, you only needed to patch hwd & health but I haven't tested earlier builds. To be safe, patch all instances in all elfs in that folder.
The tc byte sequence only exists in tc but there might be several instances within that file
