In my case it was a defective CPU. Installed a new 7763 (AMD distributor sourced, not China) and works like a charm.

I use an A38 on a 7763 and it's fine but noisy when under full load. 4U-M definitely would be a better choice but I'd rather upgrade to water than another air cooler.
