I'm done screwing around and just listed the board for sale, and will be on the lookout for a cheap Crosshair VIII Extreme which will replace the C8DH in the VR rig.
Amazingly, when I removed my Soft PowerPlay Table the card in question started boosting properly. Still doesn't do >1700 on water though, even at 1.25V :(
Also, the B550 Unify-X is a absolute piece of shit. Whatever I do, I can't boot into Windows 90% of the time, either at XMP or 3800 CL16.

You can't overvolt Vega cards, they're vBIOS limited to 1.2V.
That R7 Pro is extremely tempting tbh, if it's sanely priced because I have no use for the Pro drivers.
I noticed my bench PSU (a dirt cheap HX1200 I bought a few years back used) has a rather low 3.3V rail voltage, around 3.15V according to the P6T7 WS it's SuperIO controller.
Should I consider replacing my PSU at this point?
Not as DOA as I thought, HOORAY! Leaving the BIOS battery out overnight seems to have fixed it.
Still need to come up with a way to cool the CPU without it being loud as hell or constantly being in the way.
I hate EK Classic Rotary fittings so ****ing much. They have _zero_ tolerance for misalignment. Have them under tension and BOOM they leak.
Had to replace a few with Quantum Torque ones, but at least I have a water cooled 5950X/Vega FE now!
Next on my list: finally finishing the seedbox so it can go back downstairs, test the VFE before waterblocking, waterblock it, finish custom loop in spare rig #23346456 and then test the P6T7 WS I bought on STH.
