You can tell the v2 boards by a few things.

The board will say Rev 2.0 and the front panel connector uses a blade type connection not pins like normal. The FP connection makes it much harder to use in a different case.
The problem is the 2011 (for V1/V2) socket is dead is getting harder to find good boards for. CPU's and RAM are cheap though. 16GB ECC UDimms that seem to work great with Threadripper are about $200/ea (ouch).

1950X is almost a sidegrade you trade off a few cores for a stronger single core speed.
A 2950X thread ripper is a bit ahead of the dual E5-2690 V2 for multi-core (~12%) and way ahead for single core (25%).

The HP Z420 is a also great platform. It has a proprietary PSU but the adapter cable to a standard one is like $15 from amazon. The advantage over the S30 is more HDD/ODD expansion; 3 5.25 bays vs 2 so you can put in a 5x3.5 hotswap in it.
