you have to draw a clock cb-score curve chart.
if the clock rises but the cb-score stucks, the core is dropping clocks.
this behavior was also reported by der8auer, ifsome part the ALU is not ready the core drops clocks to wait for completeness operations.

2*x8 to an x16 slot will not called bifurcation.
2*x8 slots are the result from bifurcation of a 16 lanes PCIe port.
theoretical it is possible to clear the bifurcation in the BIOS and reintegrate the 2*x8 to one x16. problem will be the signal lenght, maybe a retimer is required or something else.
how do you apply the grease ?
i make just a 1,5" line in the middle of the IHS, no bubbles possible.

other board work with only 5+1. if the R740 have the same power stages than the T7820 i.e. it will be fine.
i don't know the exact settings at 5+1 phase conf. so its hard to say what we have to do. you can adjust the per phase OCP values.
