A few of these have sold recently between low $400s to high $500s, sometimes with low-end cpus (e5-2609) and 8gb installed.

Somebody has a bunch of them they are unloading. There will be more. Wait 'till the end of the auction and put in a bid at the last 10 seconds. If you don't win don't worry - seems like there will be more.

One note - half of the disks come from the on board SAS which is a SAS1 controller. Might not matter for slower spinny drives like the 4tb seagate drives, but bad news for SSD. Of course there is plenty of PCIe available to add a second LSI-based HBA.

The quanta picture doesn't show drive trays but it does indeed include them. Mine came with 12x 3.5" and 2x 2.5" in the rear. Along with LSI 2008 HBA and dual intel based 10GBe SFP and more memory slots (24 vs 16 on this)

if you really wanted 2.5" chassis then this isn't a bad deal, but it's still more expensive.
