My first question would be E3/E5 or ... I'm not aware you can overclock Xeons after Westmere except for 'tweaking' the BCLR. What you mean is maybe unlock the max clock for all available cores. You can do this literally with every board you are able to mod the BIOS. From my experience the Asus Z10PA-D8 or Z10PE-D16 can be modified as well. They are just more expansive.
