Ironically normally OEM drives sell for >$ because people buy them for specific systems that have huge markup from those companies so used they are often > than non-OEM, especially new old stock.

For DIY whitelable builds I prefer non-OEM, but I do also run OEM if I buy in qty of 4 or 8 for a one-off system

Generally yes, unless you have access to OEM hardware to perform the updates.
