This might be a better question for a site like HWBOT, but whatever:

Is the IMC on Ivy Bridge/V2 Xeons worse than on the i7-49xx equivalents of them? I have a Corsair DDR3-2400 kit on a ASUS Rampage IV Extreme with a E5-2620V2 and whatever I do I can't get my RAM to clock above 1866.

Did I lose the silicon lottery on my CPU or are Xeon IMCs just garbage?

My 1650V1 and 1650V3 aren't locked at all. I don't have the v1 in reach, but i can ASK the current owner if he is able to do RAM OC. I'm pretty certain that is the case.

On the V3, ran my 3200cl14 TridentZs on xmp pretty well.

Be aware that some xmp profiles ramp up the system agent voltage to a level that degrades the CPU rather quickly, possibly killing the imc after a while.
