how would you add this to a normal server? are there any PCIe backplanes that could be added to a server?

EDSFF is the standard that you will hear about more going forward.
I think EDSFF is a group of standards for pcie devices: EDSFF-E1.S for example is for low latency (short) cache devices, EDSFF-E3 is used for fpgas or accelerators with interfaces from x4 to x16 lanes and EDSFF-E1.L (aka ruler ssds) are for storage devices.
