If you really want to do a dense storage server:
Intel SSDPERKX080T7 Server SSD DC P4500 8TB Ruler PCIe 3.1 x4 3D1 | eBay

Says hundreds or thousands available and there's OBO.

These might be the older gen ruler SSDs but you've gotta figure out how to get the server. Supermicro SuperServer 1029P-NR32R (SYS-1029P-NR32R) requires 4 min SSDs at $4.4k each. This says drop ship but I bet it's one they bounce saying its gotta have a min config Supermicro SYS-1029P-NR32R Dual Processor

how would you add this to a normal server? are there any PCIe backplanes that could be added to a server?

You need the special servers. I think Dell has one but I have seen them from Supermicro.

I think these ruler SSDs are a first-gen product and likely tied to those first-gen servers. EDSFF is the standard that you will hear about more going forward.

EDSFF is the standard that you will hear about more going forward.

I think EDSFF is a group of standards for pcie devices: EDSFF-E1.S for example is for low latency (short) cache devices, EDSFF-E3 is used for fpgas or accelerators with interfaces from x4 to x16 lanes and EDSFF-E1.L (aka ruler ssds) are for storage devices.
