The ebay seller has over 76908 feedback, he or she sells a LOT of computer stuff.

Seller should have a lot of experience of testing computer hardware.
Selling the CPU as is / untested is a red flag.
Do not buy it unless you are willing to loose the money.

For listing as Used/Refurb etc. eBay will definitely step in if seller refuses to return even says "returns not accepted". But for As Is/For Parts Only, seller will have advantage over buyer unless item is not as described/pictured.

Oh put it in and see if the IPMI fires up and can diagnose the chip?
There is no TR4 board with any IPMI to date. ASRock is coming out with Ryzen AM4 that have IPMI in a month or so. Be better to buy them by the truckload.

AS/IS means nothing to eBay. Unless explicitly stated as not working the buyer will be able to return for a refund.

TBH, even if it did state not working it would be hard for a *seller to get ebay to agree on not allowing a return.

Seems to be a silly risk for the seller to list this. That would be atleast a loss on shipping for the seller.
unless someone actually gets it to work.
