I just purchased a used Adaptec RAID card on eBay and noticed the heat sink was crooked when I received it. I could actually twist it slightly to get it back in place.

I then went to install it into my PC and literally 5 seconds after I turned the PC on the heat-sink just fell below onto my GPU.

How do I secure this back on? There are no screws or anything for the heat sink to clip onto the PCB.

Have you tried thermal clue like this one :

Arctic Silver, Inc. - Thermal Adhesives and Epoxies

EDIT: I just saw the two pictures. I have Adaptec 8805 also in an ATX Case, you should consider to mount a fan on the Controller, because the can get realy hot.
The 8805 and the 7 series start to beep in my case if no Fan is installed on the hesat sink.
There is an prepared Fan Kit from microesemi / adaptec out there.

Before the advent of SAS RAID, SCSI control chip was basically controlled by Adaptec and LSI, so SCSI RAID card market was mainly occupied by these two companies
