Tough question, ECC or non-ECC, if the latter I don’t see it becoming too rare as people dispose older notebooks. But ECC you never know it may well become scarce and increase in value, it’s not exactly common today and sure not many new sales either.

We're at the point where it'll start going down. We're moving to 4th gen DDR4 2133 2400 2666 2933

In the past few months, I been buying in bulk at around $20-$22 per 8gb sodimm

DDR3 ECC sodimm are not difficult to find at around $20-$22 each , there is no demand for it.
In Dec 2018, I was paying less for ECC sodimm than non-ECC.

Just need to be patient

Last few months, I brought 16
HP 800 G1 mini barebone $18 each, seller removed I5-4590T and RAM to resell it elsewhere.

Then I had to buy back the I5-4590T ( $40 each ) and RAM from other ebay sellers.

Math: HP 800 G1 DM mini , $18 barebone + $40 CPU + $40 ( 16gb ram ) with Window License.
It makes a quiet , size is small than NUC server that could run Proxmox server , vSphere , Windows server.

It is capable to drive couple of 4K monitor as Windows desktop.

I also picked up 8 x HP 800 G2 DM mini barebone for $35 each , waiting for cheap I5-6xxx CPU and DDR4 ram.

The HP 800 G1 and G2 mini support M.2 nvme SSD as well.

Damnit!

I bought a barebones itx bundle from the states and paid import fees on top of crazy shipping. All told it was more than this costs HP EliteDesk 800 G1 T, Core i5-4570, 8 GB RAM, 2000GB HDD, Win 10 | eBay and I still had to get a case and a power supply and storage and it’s got half the ram!

I should have posted here for ideas and likely found this before I threw money away

in tower , sff , usff , dm (desktop mini ) format.

Great value due to off-lease fire sale. Sometime, i am able to buy a cheap unit just for the cost CPU and RAM.

I brought 2 of the tower that you linked for around $75each in 2 auctions. The entire computer is cheaper than some I5-4xxx CPU alone.
