Any sub $500 IEEE 802.1Qbb switches offering at least 4 x 10G SFP+?

You could try for an Arista DCS 7050s. It does PFC, not sure if that‘s enough for you with DCBX and ETS if you‘re looking at RoCE or other RDMA projects.

That's a beast of a switch... interestingly they don't actually state in the spec that it supports the IEEE 802.1Qbb standard, yet it does do Priority Flow Control, does one assume that this implies the switch's PFC is not fully standard compliant?

I'm not sure if the VDX6740 support this ... but I might be able to get one for you.. although the shipping might kill the budget (from Dubai)

seems to support it:

As long as all the features on the VDX6740 are not locked away by licensing fees, I would indeed be quite keen, if you could PM an approximate total door to door when you have the chance that would be greatly appreciated. Thank you.
