While that is a good price, I would personally go for a 6 or 12gbps variant. SAS expanders are not something you want to have issues with.

Yes.

But this expander is sas1 only and even when it's adaptec based it probably has the same 2tb limitation for sata drives like sas1 lsi expanders.

okay, now i'm confused.. both the 3Gbps $15 listing and the 6Gbps $70 listing show the same part number in the pictures:

HP P/N: 468405-001

So, who has the wrong information listed? Anyone here familiar with HP parts to know if that part number is a 3Gbps or 6Gbps capable expander?

IIRC, it's both. 6gbps on SAS drives and 3 gbps SATA drives. Also, if you update the latest FW, can work with drives larger than 2TB. You don't need HP RAID card to update the FW any HBA will work. I don't have it any more but worked fine in non HP Systems.
There is a large thread on this expander here

What's the difference between this and m1015 that is flashed in IT mode? Do you need a raid card before you can use this?

These cards can do 6Gbps SAS and 3Gbps SATA, once they are on the latest firmware. When they were originally released they were only compatible with the older standards, so you will see them listed a lot with that product description. HP's own quick specs show the correct info:

https://www.hpe.com/h20195/v2/GetPDF.aspx/c04111623.pdf

I think there were older revisions (possibly with a yellow PCB?) that couldn't be upgraded, but those are rare. There's a lot of discussion on them in the Hard Forum thread posted above.

I can tell you that they work fine, at the highest firmware revision, with all different drives. I have one in a DL370 G6 chassis, using the embedded P410i controller, and it has no problems using a mix of SAS and SATA drives (of different generations, some HP branded and some not). They will work in non-HP systems but I think it's hard if not impossible to flash the firmware without an HP controller card. That said, I've never actually tested performance on them but I've never noticed a problem. My use case isn't too demanding.

Also, for the price of $8 shipping, you can get one with 4x SFF-8087 cables:

There is some confusion about HP's part numbers, and the only thing I can think is that they make different part numbers to go along with different bundles (i.e., one part number was an expansion option for one server chassis and had X-length cables included, another was for a different chassis) or possibly different initial firmware/capability releases.
