Asrock EP2C602-4L/D16 Problem with Windows maximizing, minimizing slowly

Hi Guys ,
I recently Build my PC last Week , But I facing problem with Windows maximizing, minimizing slowly and even mouse scrolling Slow too. Please Help me to solving the problems. Additional Net slow Including Data transfer.

Following is the configuration:
ASRockRack EP2C602-4L
2 x Xeon E5-2670 v1
4 x 16gb DDR3 Reg/ECC DIMMS
EVGA SuperNova 750 B power supply
1 GB Hard Disk
LG DVD drives
Windows 7 64Bits.

Video Drivers? Try an add-on video card.

If your using the onboard video the performance is just not very good for a workstation/desktop.

Get a cheap pci-e video card and you will be MUCH happier.

Almost any brand or chipset video card from the last 5 years will run much better than the onboard video.

I'm running a hand me down XFX 7770 on the same motherboard as you and it runs sweet with windows 7 and ubuntu 16.04.

The onboard video is usable for a server when you need to connect a monitor every now and then but for daily use its just not up to it.
