The reason why that seller sells them so low is because Intel lost the server train and you can see sometimes it has like 80x 2u servers of a single model in stock :)
Imagine just stocking them somewhere with their boxes and all. Also since most of them are eol there is no chance to sell them ever unless, very small prices.
Also there is not much interest into Intel servers.
So save that seller in favorites.

i have two Intel-Servers from this seller and really like them, besides some oddities with Raid-keys and their policy regarding pcie3. well thought design, solid manufactured machines and nice thermal/power-mgmt.

no idea how Intel managed not to make this a goood selling product-line (if this is indeed so) but i suspect pricing and maybe also ,politics' to protect their customers in the CPU-market to be a part of this.

nevertheless, for the price one can get 2011 or even R3-systems from this seller and other sources they are really a nice option to buy.

I know this is an odd question but can other brand of server board (12" x 13") be fit in this chassis? Like Supermicro X10DRIt?

SM boards fit fine. I have a 4308 and just ordered a 4216 just to rob the 16x2.5" cage from it. Does anyone know if the 2.5" is 2x8 bay cages each with 2x mini-sas?

If shipping internationally you will want dimensions as well, as often the volume cost is bigger than the weight cost, so you can get charged more than the weight.

It would be REALLY helpful is someone could point me towards photos of the P4216XXMHGC, or take some of a unit they bought. I really need an inside photo showing the middle fan mount points (size, qty, position). I want to mount a 360mm radiator. Also I need like 8 of these suckers. Probably have a lot of leftover 2.5" hotswap modules if I buy it.

The first one has a filter door over the 5.25 bays so I can take out the plates and let the air though, the second one has no such door and would be gaping hole.

Have a look (search) on Intel Xeon E5-2670 thread, many people were buying P4216XXMHGR for $100-$115 and pairing it with the Intel Server Board S2600CP motherboard/CPU deal on Natex. This would require from my understanding an Intel FCPUPMAD Air Duct Required for Intel Server Board S2600CP In P4000M. I don't know if you still need the air duct with another motherboard?

If using another motherboard, check the position of socket of power lead and see if PSU cabling will reach. There is few good documents on intel website regarding various intel chassis and accessories. e.g. Intel FUP8X25HSDKS Spare 8x2.5 Hot-Swap Drive Cage Kit which they accepted $40. Please note that Intel P4308XXMFDN Server Chassis 4U, 460W has 460watt PSU and could be limiting if you are running dual CPUs and lots of drives.

NB. There is a range of chassis available, with 2.5" bays or 5.5" bays, some with two mid-chassis fans and others with 5 mid-chassis fans, some models with 750watt PSU and others with 1200watt PSUs.
