I believe they removed support for the platform in newer versions of EOS, so even if you have upgraded the RAM/Storage of the switch, it still won't work because the underlying chips used in the switch are not supported.

Pretty common with X8 boards to just stop posting with the IPMI reporting "check feature cables" when trying to power on the board from IPMI. We've seen similar behavior from some Dell C6100 too, which are from the same era. It is likely that some component on the board failed.
It's a very similar board to the X9SCM-F, but it has different network adapters.
X9SCM-F has one Intel® 82579LM NIC and one 82574L NIC
X9SCM-iiF has dual Intel® 82574L NICs
