Xeon E5 2683 v3 and 3200mhz RAM?

I have a couple different builds I am thinking about. One of them is a single E5 2683 v3 on an enthusiast motherboard ( let's say this one since it supports a bunch of different memory speeds). The Specs for the CPU only support 2133 mhz ram but the motherboard supports DDR4-2133 / 2400 / 2666 / 2800 / 2933 / 3000 / 3200 / 3333 / 3400 / 3466. If I used 3200 mhz DDR4 with this CPU and motherboard would it operate at 3200mhz or 2133mhz and why

It would run on 2133Mhz unless you will plan to OC a bit. (won't be able to do much if you actually able to at all I hear...)
Xeon CPUs are not good OCers, I believe the multiplier is restricted in that manner. Your MoBo might able to do something about it. I myself never tried it.
However faster ram will work in the MoBo, but downclocks to 2133Mhz (that is what Intel allows to run with that CPU, v3 and mid range ish performance wise. Some v3-s have even lower ram mhz alottment)
